Adjust translucency of Toolbox??

Is there a way to adjust the translucency of the toolbar like what was possible in version3?
Also any way to change the orientation of the toolbar from a long vertical shape to a long horizontal shape? This was possible in version 3.

You can dock the toolbar at top and bottom.
