10.3 cannot load resource library

Just installed all the latest updates and drivers (on ibook G4 10.3.9). I cannot now load the resources. They are in the location that the software is looking but do not load into the ActivPrimary main screen (2.1.43). It feels that something needs a boot to make it load properly.
